In a democratic nation, journalists serve as the fourth pillar of democracy, acting as the critical bridge between government and citizens. However, India has witnessed an alarming rise in physical attacks, legal harassment, and administrative injustice against media professionals in recent years. This paper examines the multifaceted threats to press freedom, including misuse of criminal law provisions such as defamation and sedition, administrative pressures including denial of accreditation and government advertisements, and the special vulnerability of rural and small-town journalists who lack institutional protection. The study highlights the absence of a comprehensive national journalist protection law and argues that press freedom is inseparable from constitutional guarantees under Article 19(1)(a). Concrete measures proposed include enactment of a dedicated national journalists' protection law, sensitization of law enforcement, strengthening of institutional support for journalists in remote areas, and improved administrative transparency.

The COVID-19 pandemic has left a deep and lasting impact on the journalism and newspaper industry in Maharashtra. Newspapers have historically played a vital role in shaping public opinion, promoting democracy, and ensuring transparency in governance. Since the outbreak of COVID-19 in 2020, the media ecosystem — especially print journalism — has faced an unprecedented financial and operational crisis. This paper examines the key challenges including declining revenues, job losses, digital transition, and structural shifts in media consumption, and calls for coordinated policy support to sustain independent journalism in Maharashtra.

लोकतंत्र की मजबूती का आधार केवल संविधान या शासन व्यवस्था नहीं होता, बल्कि स्वतंत्र और निर्भीक पत्रकारिता भी उतनी ही महत्वपूर्ण होती है। महाराष्ट्र सरकार ने वर्ष 2017 में "Maharashtra Mediapersons and Media Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2017" लागू किया — यह भारत का पहला ऐसा कानून है जो पत्रकारों की सुरक्षा सुनिश्चित करता है। यह लेख इस कानून की प्रमुख तरतूदों का विश्लेषण करता है और तर्क करता है कि इसे पूरे भारत में लागू करने की आवश्यकता है।

लोकशाही व्यवस्थेत पत्रकारिता हा समाजाचा चौथा स्तंभ मानला जातो. गेल्या काही वर्षांत पत्रकारांवर होणाऱ्या हल्ल्यांच्या घटनांमध्ये वाढ झाल्यामुळे पत्रकारांच्या सुरक्षेचा प्रश्न गंभीर बनला आहे. महाराष्ट्र राज्याने पत्रकारांच्या संरक्षणासाठी "Maharashtra Mediapersons and Media Institutions (Prevention of Violence and Damage or Loss to Property) Act, 2017" हा कायदा लागू केला. महाराष्ट्र हे असा स्वतंत्र कायदा करणारे देशातील पहिले राज्य ठरले. पत्रकारांचे संरक्षण म्हणजे लोकशाहीचे संरक्षण होय असे प्रतिपादन या अभ्यासात केले आहे.
